About the Bedford Fulton Joint Recreation Authority

The Bedford Fulton Joint Recreation Authority (BFJRA) is a Pennsylvania Municipal Authority incorporated in 2018 in compliance with the Municipal Authorities Act,  53 Pa.C.S. § 5603 by Bedford and Fulton Counties to operate, fund and manage a 10.6 mile segment of former Pennsylvania Turnpike.  This former roadway is now named The Old PA Pike Trail (TOPP Trail). TOPP is different from most other trails in that it contains two tunnels, the Ray’s Hill Tunnel (~2/3 mile) and the Sideling Hill Tunnel (~1.25 miles). The BFJRA has a mandate to support and encourage outdoor recreation such as hiking, biking, running, wheelchair touring, and other non-motorized activities. The BFJRA partners with agencies such as the PA Department of Conservation & Natural Resources, the PA Game Commission,  PA Turnpike Commission, PA Department of Transportation, PA State Police and various Bedford and Fulton County agencies on funding, maintenance, and enforcement.

Use of the TOPP Trail by groups of more than 30 individuals or for any commercial purpose requires BFJRA approval.

BFJRA meetings are open to the public, and are held on the 3rd Monday of every month at 7PM at the East Providence Township Municipal Building, 174 Municipal Rd, Breezewood, PA 15533
